An NHS Cumbria spokesman said: “Carlisle Medical Group is seeking to take forward its plans for a new health centre through the primary care trust’s LIFT (Local Improvement Finance Trust) programme: the same one that will be used to build new community hospitals and other primary care facilities in the county.
“Currently around half of primary care trusts in England are using LIFT to update facilities and build new, modern GP surgeries, health centres and walk-in centres.
“LIFT enables primary care trusts to develop new capital schemes faster than traditional procurement methods.
“This simpler and more cost-effective option for the development of the new Carlisle health centre became available following the creation of NHS Cumbria's LIFT company at the end of last year.
‘The LIFT company is now working with CMG to review the detailed business case which CMG has been preparing for the new health centre at Hilltop.
“This is an opportunity to take stock and assess progress. It is also a chance to revaluate the Hilltop site against the backdrop of any changes to the local land and property market that may have occurred over the last twelve months.
“If at the end of this review, CMG decide to pursue an alternative site for the health centre, the primary care trust would need to consider a revised plan before giving approval.”
